Call for Proposals: NRCan Existing Building Commissioning Projects

The Office of Energy Efficiency within Natural Resources Canada (NRCan) is calling for proposal as it facilitates the development of a national Framework for Existing Building Commissioning (EBCx) programming.

EBCx provides improved performance, energy savings and operator skills development to building managers and operators through low or no cost improvements.

Despite its value, NRCan states that this practice is underutilized across the commercial and institutional buildings sector. This Framework was conceived as a vehicle for increasing the uptake of EBCx practices in Canadian jurisdictions.

NRCan is seeking proposals from Canadian organizations wishing to implement EBCx projects, including re- retro- or ongoing commissioning, provided that such projects will help to demonstrate the efficacy and benefits of EBCx and/or provide greater insight on EBCx approaches and/or issues.

These projects may demonstration or pilot projects that meet the general intent to build EBCx awareness and understanding in the Canadian building market.

Post-project monitoring must be undertaken, which in turn will lead to production of an EBCx Case Study or comparable final project report for dissemination to building sector stakeholders.

NRCan’s ultimate goal is to create a library of EBCx Case Studies. New Project Proposals will be assessed and prioritized against their ability to complement their current cohort of such studies. Proposals must clarify the projects’ location/climate zone, building type/purpose and specific nature of EBCx being undertaken.

Proposals for projects that fall into already checked-off grids will not necessarily be rejected, but will require a stronger justification as to their benefit.

Contribution Agreements (CA) to be negotiated in association with this opportunity will contribute up to 40 per cent (to a maximum of $50,000) of total eligible costs, for projects to commence on or after April 1, 2020.

Eligible costs are incurred between CA sign-off and March 31, 2021, but the Proponent may elect to continue post-project monitoring and other activities related to their case study into the following fiscal year concluding by March 31, 2022.

Proposals must be submitted by February 21 2020, at 11:59 p.m. EST with “Existing Building Commissioning – Project Proposal” in the subject line. Project proposals can be submitted in English or French.
