Urban Land Institute names Robert Millward as Executive Director for Toronto
ULI Toronto, a local district council of the Washington D.C. based Urban Land Institute (ULI), is pleased to announce that Robert Millward has been retained to provide services as Executive Director. Robert (Bob) Millward has been one of Canada’s most accomplished authorities on land use policy for more than 30 years.
ULI Toronto is a not-for-profit volunteer organization, with almost 600 members. Its members are passionate about advancing responsible development and a holistic approach to land use issues. ULI Toronto creates thought provoking dialogue on the central growth management issues facing the GTA by hosting major industry events, organizing community outreach programs, and mentoring the next generation of leaders as part of its Young Leaders Group.

ULI Toronto embarked on an extensive search process last fall to hire an Executive Director to help implement and advance the initiatives, programs and goals of the District Council. In addition to advancing ULI Toronto’s ongoing objectives and its longer-term strategic plan locally throughout the Greater Toronto Area, Bob Millward will represent ULI Toronto within the larger global ULI organization of over 30,000 members.
“I have been a member of ULI for 20 years and know the impact ULI can have for cities,” says Bob Millward. “ULI is uniquely positioned to bring about thoughtful, meaningful and responsible solutions to manage growth. We plan on changing the conversation from ‘study’ to practical and actionable ‘practices’.
Millward is also the President of R.E. Millward & Associates Ltd., a consulting firm which he founded in 1997. R.E. Millward & Associates Ltd. offers a wide range of services, including development, planning and project management services to a variety of clients. Over the years, R.E. Millward & Associates Ltd. has gained credibility and demonstrated excellence in managing complex planning processes, consulting with the public, and coordinating with multiple stakeholders and public agencies.
Millward served as the Commissioner of Planning and Development for the (former) City of Toronto from 1987 to 1996 where he was actively involved in all aspects of policy formulation, project management and economic development. Before acting as Commissioner, Millward was Director of the Central Core and Waterfront Division (1979 – 1984) and the first Director of the new Toronto Housing Department (1974 – 1979) for the former City of Toronto. Prior to coming to Toronto, Millward held several planning positions with the New York City Department of Planning and Development.
In addition to being a long time member of the Urban Land Institute, Mr. Millward has been a member of the Toronto Board of Trade, is a member of BILD, the Ontario Professional Planners Institute, and is a Fellow of the Canadian Institute of Planners.
